Republishes a native data reply only when its correlation handler is pending.
Returns false without dispatching when the message is not a streaming-registered
DataResponse or DataResponseEnvelope, or no handler is pending for its correlation ID.
LiveNode uses this during data-client connection, before actors and strategies subscribe.
The reply dispatches through application topic handlers, with external provenance and egress
suppression active during dispatch. Startup replies bypass stream processors and can overtake
buffered messages from the same ingress.
