Dispatches a WebSocket message with cross-stream deduplication.

Orders with a tracked identity, including submitted orders and registered external limit orders, produce order events (OrderAccepted, OrderCanceled, OrderFilled, etc.). Untracked orders produce execution reports for downstream reconciliation.
